However, only those who married into the tribe were legally entitled to these headrights. Ernest Burkhart, encouraged by his relative William K. Hale, married Mollie Kyle, an Osage member. This led to Burkhart becoming involved in a plan to inherit his wife’s relatives’ oil rights, resulting in multiple murders known as the Reign of Terror. The inadequate investigation of the murders forced Osage Nation members to seek help from the federal government, and an early version of the FBI found that Ernest and Hale were likely involved.
